Why are Stormwater Retention Detention Tanks Required?

Some Councils within South Australia will specify a retention/detention tank on a new home build or a renovation if the roof area is over a certain square meterage. The purpose of the tank is to slow the volume of water going out to the street when there is heavy or constant rainfall. A smaller diameter outlet is fitted at a certain height on the tank, as the tank fills it will have a slow overflow, but still have some capacity to withhold water until it reaches the standard 90mm overflow.
